Elegant isn't she ... easy too!
For this tutorial you will need PSP ofcourse
this fill pattern ... just unzip to your PSP
pattern folder
and SBP with this preset.
*note if you do not have Super Blade Pro email

Create a new image 300x400 pixels
Open up the tube you wish to use for your tag.
Shift+D to duplicate ... close the original.
Now resize the tube if needed so it will fit inside the new image with plenty
of room on al sides.
See resizing tutorial for a clearer crisper
resize.
Copy
the tube and go to the new
blank image Ctrl+L paste as new layer
Ctrl+A select all Ctrl+F to float
go to Selections/Modify/ Feather .. freather by 15
using the layer palet make Layer 1 active
Flood Fill
using Gold fill
pattern
Only click once inside the selected area
This is what your graphic should look like now
Ctrl+D select none
Now got to Layers/ Merge/ Merge Visible
Copy and Ctrl+L paste as new
layer again
Resize layer 1 by 85% making sure that "resize all layers is unchecked"
Ctrl+M ... or mirror image
Now using the mover tool 
arange
the 2 layers so they are slightly off set
from each other similar to the example tag at the top of this page.
Make layer 1 active and Move it underneth the Merged layer.
The easiest way to do this is to make Layer 1 active and
Go to layers/Arange/send to bottom
Now go back to the layer palet
see the little slide bar on layer 1 move it left until the number is between
55 and 60
Layers/Merge/Merge Visible
Layers/New Rastar Layer
Use the Text too 
with no Stroke
setting and White for the fill color
Antialias checked and Floating
Use the mover tool to position
the text where you want it
Go to Effects/Plugin filters and chose SBP use the preset downloaded her or
another of your choice.
Now go to Effect/ 3D effects and chose drop shadow
With these settings : Vertical = 1 Horisontal =2 Opacity = 82 Blur=2
Now Go to Drop shadow AGAIN but this time use these settings instead
Veritcal =2 Horizontal=2 Opacity=82 Blur=9
Now save as a JPG and you are done
